INTRODUCTION In 1997-10 years after launching the Safe Motherhood Initiative-the Inter-Agency Group for Safe Motherhood established an action agendum for reducing maternal mortality. It concluded that "the single most critical intervention for safe motherhood is to ensure that a health worker with midwifery skills is present at every birth" (1).
